Our Story

PitCare, Inc. grew out of a vision that two couples had for becoming good neighbors in the economically challenged town of Pitcairn, PA. By moving into Pitcairn in 2010, this vision became a reality. Pitcare, Inc. was formed and attained its 501c3 Non-Profit status in June of 2014. By March of 2015, PitCare, Inc. hired its first Executive Director, who also took up residence in Pitcairn.

From the onset PitCare, Inc. has focused its resources on empowering families, building community, and promoting economic stability to the town in Pitcairn, PA

To carry out its mission, PitCare:

  • Purchased and renovated two commercial buildings, two 3-bedroom apartments, and two single-family homes.
  • Operates the local Pitcairn Food Pantry at its Broadway Street Location. Providing food for 120 families annually.
  • Operates the Kim Parsons Library and Community Center
  • Manages the “St. Paul’s Meals on Wheels" Program by providing space to prepare 21,000 meals per year for 51 residents in Pitcairn and Trafford, PA
  • Provides affordable housing to three Pitcairn families,
  • Hosts weekly Girls Club providing a homemade dinner and mentoring activities to high school age girls,
  • Manages a program refurbishing and giving away on average 30-35 bicycles yearly and offers maintenance workshops for the youth.
  • Sponsors and coaches a Pitcairn team for “Kids of Steel”, an award-winning, free youth physical activity, and nutrition program designed to instill lifelong, healthy habits in over 30 children annually,
  • Operates a Summer Reading Program for over 80 children ages 3 through 5th grade over the summer months.

Each of the above programs has grown from modest beginnings to reaching a greater number of children and families in the community.

Jeffrey R. Owen

Executive Director

Jeffrey R. Owen Executive Director is a founding member and former President of the Corporation. He earned his Law Degree from the Ohio State University School of Law in Columbus, Ohio after earning degrees in Political Science and English from Allegheny College in Meadville, PA. He has been practicing law for 33 years and has been the Managing Partner of the Cooper Owen & Renner Law Firm for the last 18 years. Jeff has served in leadership and board capacities for numerous companies and Christian ministries such as President of SeeJesus.net, a Member of the Standing Judicial Committee for the Presbyterian Church in America, and a Session Member of both Beulah Presbyterian Church and New Covenant Presbyterian Church. He currently serves as the Co-Chair of the Young Life Ministry’s Gateway/Franklin Regional Committee, and as a board member with Uniquely the Same. He and his wife, Dawn, have three daughters and three grandchildren. They currently reside in Pitcairn.

Gary J. Agate

President and Director

Gary J. Agate President and Director is a founding member of PitCare. He retired from Turner Dairy Inc. as their Director of Operations. He currently acts as our Facilities Manager, runs the Next Level Retiree’s Group, the Bike Shop, and is constantly involved in all aspects of our organization. Gary is a Deacon and former Elder in the Presbyterian Church in America. He and his wife Carol are the parents of seven children and 21 grandchildren. They currently reside in Pitcairn.

Dawn R. Owen

Treasurer and Director

Dawn R. Owen Treasurer and Director is a founding member of PitCare and serves on the Development Committee. She provides very valuable organizational and financial management expertise to our Organization.  Dawn earned an Associate’s Degree in Business Sciences at Dordt College in Sioux Center, Iowa and a Paralegal Certificate in Pittsburgh, Pennsylvania.  She began her career as a paralegal in the early 1990's and quickly became and remains the Office Administrator, Business Manager and Senior Paralegal for the law firm of Cooper Owen & Renner, P.C. Dawn has also served as Treasurer of New Covenant Presbyterian Church and the Development Director and Board Member for Trinity Christian School. Dawn and her husband Jeff have three daughters and three grandchildren. They currently reside in Pitcairn.

Secretary and Director

Stephen Uber Secretary and Director earned an Associate’s Degree in Administration from Penn State, a Bachelor’s Degree in Christian Ministry from Crown College and a Master’s Degree in Christian Ministry & Leadership from Liberty University.  Stephen is the Vice President and Area Director of S&T Bank. He was ordained in 2010 and became an Associate Pastor in charge of Youth at Crossroads Vineyard Church until 2013 when he left to help church plant Harvest Bible Chapel in Monroeville. Stephen and his wife Cory have three children.

C. Scott Parsons

Director of Advancement and Director

C. Scott Parsons Director of Advancement and Director along with his duties as a board member, focuses on Vision Casting, and Development, as well as having oversight of the Kim Parsons Library and Community Center. Scott formerly served as PitCare’s first Executive Director. Scott earned his M.Div. degree in 1991 from Covenant Theological Seminary in St. Louis, Missouri. Scott has served as a senior pastor in the Presbyterian Church in America denomination for 26 years. He also served on the Boards of Covenant Theological Seminary, Trinity Christian School, and Mon Valley Circles. Scott and his late wife, Kim, have eight children. He and his wife Terry currently reside in Chattanooga, TN along with their three daughters.

Heather Luimes

Director of Operations

Heather Luimes Director of Operations comes to us from Ontario, Canada. Heather oversees the daily operations of the PitCare organization. She is passionate about building community relationships and meeting the specific needs of Pitcairn. Heather was previously employed as a Store Manager at Home Depot, and brings with her 9 years of leadership and management experience in a variety of roles. She was an active member of Talbot Street Church, serving as a member of the Worship Committee and was involved in leading worship. For eight years Heather has also participated as a member of the planning and host teams for “Serve” sites through Youth Unlimited. Heather earned a Bachelor of Fine Arts in Studio Art at Calvin College as well as a Degree in Interior Design at Sheridan College. Heather currently resides in Pitcairn.

Dan Casey

Meals on Wheels Program Coordinator

Dan Casey, Meals on Wheels Manager, has worked in the food service industry for over 30 years. He has been a cook/chef at various restaurants and catering companies in the greater Pittsburgh area and also was owner/operator of his own restaurant. He joined the Meals on Wheels team as their manager in November 2017. With his experience, he brings a professional structure and consistency to the meals on wheels program.
